As long as its not in a public place and comes with health risk like passive vape they can. It just consideration. They be first people to yell at you when muzzles come back when im not wearing one. It just comes down to consideration. Its not about consideration though its not wanting to get the fine what comes with. The only reason people dont smoke inside.

When people coughed around me 'to make a point' it just told me they were too ill socialised to simply ask somebody if they minded to stop.
This was in the days when people could smoke in the streets / outside buildings and most pubs.
Personally I think they should have made more use of smoking only areas at that period in pubs and restaurants that were closed off and needing a door .
Nowadays and past so many years I agree vaping and smoking should not be allowed publicly.
It gets into peoples lungs and their clothes and hair and skin.
If a person spat out alcohol or food or a cup of tea and it hit people, that would be considered uncivilised and so the same should be seen with Vaping and smoking.
There are other nicotine products to use if a person is addicted that do not involve covering other people.
it's a public environment though. so long as there's nothing prohibiting it, i don't see the problem.
maybe you need one of those "muzzles" if it really bothers you.
Every other building is privately owned and they can set their own rules.

If you coughed out loud around me to make a point, I too would then make a point of intentionally blowing the smoke in your direction to see if you are big enough to back that cough up. And as you don't seem to have the confidence to talk to strangers, I'd say probably not.
Ive asked loads a people in shops not to vape i asked my neighbour below in last apartment not to vape in windows as it was just blowing into mine. All i get is its only water vapour what wrong with you. I tried explaining its not only water vapour and its got toxic chemicals and i dont want to be breathing it in especially in my own apartment when i got window open.
People only dont smoke now as said not for consideration its due to not wanting fines.
if it's an apartment, then why don't you take it up with the landlord? maybe you two can compromise?
As one of my companies is a vaping company... the issues with toxicity are also based on the quality of liquid. There are ones out there that use formaldehyde in their juice. I use only my company juice as I design it myself with only 4 ingredients 99% pharma grade. Trust me if I brought out my one of a kind harley quinn mod and put my goon RDA on it in one puff can hot box a car, 3 and hot box a room.
people can be such snowflakes, people complain to me all the time but you dont run from a boiling kettle do you? shut the F up. Basically good juice is nicotine or nic salt, flavouring food grade, pg and vg which is essentially liquid sugar. Should come to my shops vaping party sometime lol cut the fog with a chainsaw.
Your original post only mentions public places. Your neighbours are well within their rights to vape in their own apartments. You'd hate live next to me, as you'd have the smell of ganja to worry about. For the record, nobody has ever complained to me about it. That said, I probably wouldn't take any notice, as it's my house, my rules. I wouldn't expect them to stop doing things in their homes that annoy me (e.g. late night party, etc...)

Luckily, regulation is quickly catching up.
Companies will try everything they can to cut corners and maximize their profits. For a good while, vaping was not classified under the same as tobacco. Companies knew this and exploited it for profit by cutting corners.
