In film talk you can include all kinds of sex and violence, but not any real social nor political commentary unless it comments on the process through a fictional issue.
Personally I think sexual or sexually suggestive behavior, however legal, in inappropriate in public, and people should have good sense to comport themselves. But said behaviors are typically not illegal. But can be insulting all the same.
