I've got the opposite problem, since i grow out my hair for half my life now. If i cut a lot of it, usually to donate it which requires at least 25cm bundles (there are people making wigs non-profit for people going through chemo-therapy), i feel "naked" and very uncomfortable for weeks afterwards, even if my hair is still 8-10cm long. I couldn't imagine how bad it would feel at first, if i ever went for a buzzcut. I hope male-pattern baldness spares me for another few years...
It was certainly an insecurity when growing up because my mother's brothers are bald and someone told me that baldness is inherited from the mother's side. It looks like I inherited my father's thick head of hair though, as did my brothers.
I usually have fade hair cuts most of the year, and shaved down to 1mm for a month or two during summer, so I wouldn't feel insecure if I was totally bald, but I would hate to have the choice of hair removed.
I was only being playful with my silly "law" because people often take sides and vigorously defend them when questions like this are asked. I wouldn't want to make anyone with any particular hair length feel inferior in any way. I've had plenty of friends who went weak at the knees over long haired men, but personally, my idea of male beauty is more associated with short hair or no hair. I can't really explain why. I've got a feeling the reasons are more environmental than inherently biological.
Don't wash your hair daily (how often exactly you need to do it depends on individual factors)
Try a different shampoo brand
Try switching (every few months) between two or three types of shampoo, sometimes using one for too long can make your scalp protest
Experiment with how you dry your hair. I get itchy as hell if I let it air dry when it isn't warm enough for it to dry almost immediately

It's a lot like facial hair, where there's an in between phase that's unbearable but once you're past it, it's not so bad. Given you can manage the increased heat retention in the summer.
It hurts that I feel this.
A smart casual fade or short crewcut is the sign of a groomed man and it's what most professionals like.
I had long hair for years in my youth and it has a lot of drawbacks.
It's incredible if you do grow it out but it's a lot of maintenance.
