Steam has a direct-message chat function too, as well as group chats that people can spam @all in or even spam @kbiz if you change your notification settings to only show you the yellow circle when someone sends you a direct @ message.

You could turn off the notifications for an entire group chat, or you could leave the group chat ...or you could just block the single person being a nuisance and stay in the chat with other people who actually care about whatever the chat is about without spamming.

Don't worry I never really block anyone but sometimes they force your hand and make you block them because they just will not stop messaging you or going at you. I remove the block after they focus on someone else but its a pretty good way to stop them. Hardly a crybaby thing to do.

Any video game hub chat allows people to spam the @ tag without them being on your friend list but a simple block fixes this issue.
This can also happen in any group chat that Steam has via the friends messaging system but group chats don't have to consist of people who are actually on your friends list & they'll still be able to send notifications via the group.

As for DMs, they'd have to be on your friend list but if they keep sending you friend invites after you remove them and that is spamming your notifications, then that's also a time where a block would fix this.

You can also block someone who is still on your friend list just to make them stop sending you notifications and then unblock them in a day or two after they have cooled down from their mental episode. That one is for friends that you don't really want to remove but who have some... issues... :spazdunno:
