Many 4x games have social-engineering choices in different mechanics. (govt, religion/culture, freedom/slavery, etc.
A good many RTS games have factions that have very different strategies based on their cultural/social values.
Rimworld has the "Ideology" DLC which allows for lots of social-engineering. Pared with others, you could probably invent just about anything a sci-fi survival colony builder crafting game would want.
