Every country will have problems with other countries as long as there aren´t certain unified solutions. They wouldn´t declare war on Switzerland if they do their bank secret thingy, but it can be a problem for others, which is why it doesn´t exist like that any more since a few years.

Yeah, because they have the Southern Alps to push that average. Sadly people can't live and/or farm on mountains and almost all important population centers in Aotearoa are located on the coast. Auckland, Christchurch, Wellington, Dunedin, Napier, Invercargill, New Plymouth, Gisborne, Tauranga, Nelson and so on. Apart from Taupo, Rotorua, Palmy and Hamilton, all cities larger than a couple of thousand people are coastal.
I think Iceland is a little safer.
I think the question should be, what is a very populated area but still safe.
You can also move to Siberia and never see a single human and be more safe than anywhere else.
