Perhaps look into RimWorld. It´s not really a city builder either, but adds something to it, so it doesn´t get boring, while it features anything of a city builder - but on a smaller scale, when You also have people to manage.
Frostpunk isn´t that bad either. Also not a city builder, but it has short scenarios as some kind of survival game in which You have to build a colony.
