Who he is gone rule from his luxury bunker where he needs to sit the reminder of his life, couple of cooks and technicians?

Even if he does survive, he'll likely die in that bunker. Its one thing to survive the destruction of the entire planet, its another to have to ration food, water, clothing and usable materials, despite the mans past of being a good KBG agent, he'd basically be locking himself in a tomb full of either people who survived, as far as they will care, Putin is not a leader, now he's a random shlub in the decaying tuna can like them and when push comes to shove, people don't care if your a former nations leader, survival will take charge and either he'll learn to adapt, be eaten (which seems to be a reoccuring situation in Russia) or be killed for hiding rations; if he tries that is. Or just be killed due to supplies running thin

Several former American presidents have also used the threat of nuclear obliteration against its enemies. So why is it so different when anybody else does it ????

US politicians are brave enough to poop themselves, on camera, while giving speeches. Full closed-eye, smiling blissful faces.

Putin has to use a body-double, and they don't even have him poop himself on stage.

People just don't believe Putin would really nuke his own pants like that, but they know the US would. So there's no excitement involved when they threaten to push a button that makes them poop themselves so hard it knocks their pants off.

Hypersonic missiles and directed energy weapons mounted on the noses of Boeing jets are more effective and precise than nuclear missiles. Hypersonics and DEWs can take out a structure leaving the structure next to it untouched. For DEWs though it depends on if you have the right roof color...
