One has to say that there are those trolls which act in rather good faith - let´s say for fun without wishing harm to anyone. And then there are those who act in rather bad faith. Just to annoy or harass people.

Else it oftentimes depends who says it first. It´s the same for the term "Kindergarten". Whoever says this first is the mature one, as the other one can´t say the same as response, because it would be childish...

It´s a sub-species of trolls, which is becoming more popular. But these are a bit more dangerous, and they can better be called propagandists. Imho trolls are kinda cute somehow, even if i get that people may find them annoying at times. Some overdo it. But what You mean are people who usually do it on purpose, and in no way for fun. They want to spread a certain message - if it isn´t done in some satirical way.
