Why do I say discussion and diplomacy over brute force approach? Anyways, there was a huge crackdown on gang members last year. Maybe not all of them are/were in a gang, but THAT could explain the prison population ... maybe ... ? :)

You may find I don't generally argue political topics with an agenda and I probably shouldn't have proclaimed him a dictator without knowing the actual law.
