Dumbledore. He can actually cast magic, and not just pretend he can, like Gandalf does.

Dumbledore because JK Rowling will just invent a spell to help him win.
Gandalf because he will just be given a super fast lore breaking horse that no matter how hard you write it stills breaks the logic of the land.
So Gandalf could just run away and invent a spell to counter whatever JK Rowling invented in that moment.

Which means it could be a stalemate going on a forever war that will get Trump more votes complaining about it.

It is very rare that Gandalf full on releases his power and is not often seen. He is supposed to be a guiding hand not a bludgeon, but the aftermath of Gandalf’s fight with the riders on weathertop was also impressive. Flashing light was visible from miles out and the tower was scorched from flame.

Dumbledore was more fun. He made jokes, laughed.

That wouldn't help in a fight, but it makes me root for him.

Gandalf wields far more power, he has intentionally limited himself though. And no that is not a crutch to lean on, that is the actual lore. There are a handful of occasions where he lets loose, each time when he is out of sight, and each time it is like a force of nature. A storm being the most apt comparison.

You miss the point of the story entirely. He serves as a guide to the people of middle earth, though powerful he will not over ride their willpower and judgement nor nullify their courage and sacrifice.

A greater outcome comes from his restraint and guidance rather than being used as a tank on the battlefield.

I'd agree with evangalway2666. You'd probably have to read the books to understand Gandalf isn't like a regular wizard.
