Because drafting is a sign of proper planning and design philosophy. Sometimes things don’t workout the way the developers intended.

People often conflate “cut content” with “removed content”. Most the time cut content wasn’t a fully fleshed out mechanic and once it got to ~40% completion (or whatever) the developers realize it’s either not fun or not going to work so they move on to prioritize something else.

It’s extremely unlikely that a developer fully finish something then remove it just because. The only people doing that are the ones chopping up their core gameplay loops into micro DLC to sell. That’s the true cut content.

When publishers financially Frankenstein their product to milk the customer for a complete experience.
