Yes, anti-hate speech could actually protect and cover that, if it was deemed as somehow a threat towards your life? How it is an actual threat, no idea? An incitement to sexually straight people's discrimination somehow without any history reason or background. However, Elon Musk would still need a valid root cause reason to make it so. Such as once upon a time, the transgender had slaved and restricted all the cisgenders and called them that as a slur to belittle and discredit them.

If you could actually find a valid reason, such as in history, when some group was oppressed by that term used by another group, it could possibly be added. However, it's not like they just randomly say this is bad and this is fine, there's oppression reasons behind doing so.
It would be similar to banning the usage of the Nazi swastikas online due to what oppression it means against the entire Jewish race and just used to offend them, with little to no other purpose.
Mostly it only comes down to when being associated with criminal conduct.

No, actually I think it's a good point of how someone might try to abuse the anti-hate speech law and could be what Americans are afraid might happen if they had that. Yet he's doing that anyways without a written law explaining how to do so correctly, rather just making up his own terms about it.
Elon Musk likely also banned them, then changed the rules after doing so as a scapegoat reason. I consider that completely bs. You don't instantly change the rules and enforce them upon those unaware, that's just chaos and should therefore never be respected.
Now if you had already known the word cisgender was as bad as saying the n-word to a certain group, which you used to attack and demean them. No other purpose. Then sure, fair's fair to ban and block that activity. That's anti-hate speech. Without it, they would have unlimited freedom of speech to do so, in which you can't do anything about as it would deny them that freedom. So cisgender, cisgender, cisgender... would never end.
