You can find a surprising amount of objectionable material posted on the community page for old, low-pop, little-known games on Steam, too. Just... right there - Click on the game's community page and... there ya go, just random junk staring you in the face.
It's the same thing for zoophiles, I would much rather they jerk off to fictional animal porn than actually harm animals. There are also people with rape fetishes that watch rapeplay videos, would also have them watch that instead of sexually assaulting someone, etc.

We've seen things like the war on drugs play out and how they were a colossal failure. Meanwhile countries that actually focused on helping people rather than going after the drug supply/dealers got extremely great results.
I think the same logic should be applied here and these things should be studied, and then of course help should be given. A lot of people have very weird sexual fantasies, disorders, etc.
I would rather they get help, and until then as long as they aren't actually harming someone, then I think it's an alright enough solution.
I do think going after tame content like this will only make them seek it out even more, until they stumble on actual illegal content which is much worse.
Well, that's an entirely different topic. Violence has always been part of art, whether its target audience is adults or teens. Heck, kids play with toy guns. Trying to equal both things simply doesn't work.
I mean it isn't technically illegal and it technically doesn't exploit children but it's definitely in poor taste.
Also, It's like a drug/drug addiction.
