I've been a seller on ebay longer than I've been a Steam member.

I mean....I do disagree, because watching unboxing videos, this one does have a manual...but Idk.
As a seller, I've never replied to a customer this way either, I've always tried to make it right. If he is not willing to refund or have you return it, perhaps you can meet halfway and request an amount you believe is market value for the missing manual.
Wait a minute, I have no faith in the console community either...nvm
OP, I did a little more digging. Later versions of the game you bought DO NOT come with a manual so you better do some more research. Don't pull your dispute yet as once you do, you cannot start it again, plus the seller has a week (or more) to do anything, anyway.
