Seems a lot like that one flash game website where you earn points from playing flash games, rating them, etc., which you can then convert to money through your steam wallet or through paypal.

Although I am unable to comment on the specific investigation, legal action is underway for that website in question. It's just taking a while from another party outside my scope.

yeah anything with the word 'unlock' in it should be trusted implicitly and considered a threat to the established system.
