Maybe you should be more brief. You know damn well that everything ever released by a record company is copyrighted, so carrying on and on about royalty-free music is a waste of time. That track's copyrighted, the OP wil need a license from whoever owns the rights to Virgin Music's back catalogue. By the way, that's probably Sony as they bought EMI Publishing who had bought Virgin.
You know, you might want to fire an email to Rockstar Games asking if they had to license said track. After all, they used it in Vice City which had to be pulled at one point because of licensing issues. Seems the track that had lapsed also came from 1983:

They'll know if it has to be licensed or not - and if it does need to be licensed then they'll know who holds the rights.
