that's just lawful neutral. evil and good are about more than means and results, otherwise they are merely interpretations. your goal is law, and you don't care how you achieve it. you don't even have a preference for violence, you're simply willing to enact it.
police brutality is the nature of the world, so it's ln to support it as an extension of law.
cg can't believe in the law as a 'good' and wouldn't claim it as a cause to thinly excuse their actions. that's more of a CE move, which most people play CG characters as. either they admit that their actions have consequences, and that their vigilantism is resultingly evil as it encourages destruction of the law and society in pursuit of ones own selfish goals, or they're insane and cn at best.
Your argument that "police brutality" is Lawful Neutral is also hilarious, but false. A cop abusing his power would definitely disqualify him from any Lawful or Good alignment, he'd fall more into Neutral Evil or Chaotic Good, depending on how severe his violations are.
No Chaotic Evil, rules for thee and not for me is the "rules based order". These are people who deliberately do not enforce their own borders to dilute the votes of their own citizens.

neutral good, would be characters like spiderman and thor.. they follow the law of their goverments to the most part, to a large degree but they not always lisen and go their own path now and than... if they see that for the good.
chaotic good would be characters like robin hood and batman.
they operate fully outside the law.. they do have codes of honour but those are completely their own.. they are bound by no laws of others.

expect these to be the rulers or the hencman of absolute dictators, whatever god, or ruler promises them the most gain.
they will however NEVER disobey the rules, even if it conflicts with their self interst.
they never will backstab their leader, they never will break a deal with their god.

He mentioned it, as someone asked how Chaotic Evil creatures could form a village.
The DM explained it was a case of "might makes right".
They're Chaotic, but they serve the strongest warrior, because they know if they don't follow his rules, he can kill all of them.
They follow his laws because they'll die otherwise, so they know it's in their best interests to do so until he's overthrown.
(Meanwhile, Lawful people would follow the laws, because that's "just the way things are done".)
Neutral doesn't exist under this rubric. A neutral person would simply stop forever, a superbly insane option.
Most people are at least partially neutral irl, and this causes them to interpret various alignments in ways which reflect themselves. Rather than their identities being aberrant components of these alignments.
