So i´d say any country except for the U.S., and probably even the U.S. food is better outside of the U.S., as some of their ingredients which are just there for color or profits are banned outside of the U.S., as other countries may have tax funded health systems, so they are worried about too many people needing treatment.
If i go out here i can also have food from all over the world, done by actual immigrants or their children, with the original recipes. (Except it´s some fish which is banned in most countries) And the other difference would be that the strip malls here aren´t made for cars, as some kind of big parking lot in the center, but for actual people walking around, with the cars being outside of it, to have a relaxed atmosphere without the smell of burned gas. Might also be advantageous for the shape of the people, so You have a more pleasant sight if You look around, but that depends on the preferences...

I don´t know a country in which the food isn´t good. Except for one example i could think of, but i wouldn´t say it. So probably all countries have good food, but one has the worst. But it would be unfair to point that out, because people tend to be quite proud of that country - and there might be others as well, but their excuse can easily be that they don´t have the money to afford quality...
China spreads to so many culinary styles due to the amounts of regions it's country hosts.
The French have excellent techniques and presentation. I admire their simplicity and variety of flavours.
Not only we have food from all over the world, but each state has their own culture, culinary, accent, music...
So much diversity!
Also, we have *five* biomes, more than any other country. All of those are very rich and diverse on their own. Therefore we have hundreds of different fruits, fishes, oils...
If you ever tourist and go to fast-foods or consume only plain foods (our plain plate is filet, rice, beans, salad) you might not think its a big deal,
But if you were prove some of our plethora of tastes and textures, you'd never want to leave!

what the OP wants to do is to pit country stereotypes against each other, like some kind of sad battle royale.
a more appropriate and more intelligent of phrasing of the topic would be:
"which cuisine or dish do you prefer?" and even then, it could be that Japanese cuisine in Los Angeles, USA is better than Kyoto, Japan.
The variety of the foods is just mindblowing. It is because every old settlers lived there, battled there, migrated there; coming from Greece, Balkans, Phoenicians, Middle-Eastern crowds like Jews, Kurds, Parsians, Arabs, Sumerians, and those who came there from Central Asia, like Turks, Azeris, Mongolians, Khazar people, Circassians and those already there like Troyans, Hittites, Armenians, Lidyans... Added to that, several huge Empires ruled there, causing even more variety due to the explicit wealth those Empires brought to that region, like Alexander The Great's Hellenic culture, Parsians' rule, Romans, Byzantine, Abbasids, Seljuks, Mongols, Timurid Era (which brought even some knowledge from Indus/Ganges region and Hindu seasonings), Ottomans...ALL brought something new to the table. (pun intended)
As i said, mindblowing repertoire of culinary knowledge and food variety. Some of those foods are made so differently and unique that they are like of Extraterrestrial origin.
If local only, then Japan. Healthy, tasty, and fairly cheap.
If general, best to do cities than countries. But then again, large metro areas in general have ethnic foods from all over the world.
Best restaurant options in my opinion would be NYC, London, Tokyo, or the Keihanshin area.

And: they´re the people who eat the most bread in the world. That´s why so many came here, as it´s always nice if the people who value bread high, meet the country in which they make the best bread, and have the highest variety in it. :o)
