After you see him the first time you know what to look for.
There are telltale signs that are completely beyond one's control. Like brain needs to work harder to make up the lie than simply telling how it is. But that requires brain scan so something rather not accessible to T-1000.
But also temperature on the face of a liar slightly increases and that could be readable.

an infiltrator should already have the relevant information on hand so they can find the best way in to the target and kill them. The thing with skynet is that it had all that information because computers stored it all in the cloud and governmental servers and when skynet took over it gained all that right away. When it recognised a threat it send an assassin with the sole purpose to find and eliminate the target, not to make friends or gather further information, let alone deviate from the entire purpose it was designed for.
The original terminator was designed to hunt down and kill Sarah Conner to stop John Conner being born so he wouldn't rise up to take on skynet. The machine failed in its attempts to assassinate the target early on and when it was discovered, it quickly resorted to any means to murder the target.
In terminator 2, one of the infiltrator units was captured and re-programmed to find and protect John Conner from another skynet infiltrator, a far more advanced shapeshifting machine capable of changing into any form and mimic anyone along the way. you could tell it was only designed to infiltrate as it lacked any interrogation skills and left a considerable body count before it caught up. of course the older assassin machine detected the new version quickly and when it realised it was discovered, just like the previous t-1000 it too reverted to murder the target by any means possible.
He could just turn into a puddle (like in the mental asylum) and follow the dude and get to John much faster, then stabby stabby, mission complete, game over. :P

In Salvation John actually goes into the factory and sees them being made, and they all look like Arnold.

Its a classic. It has to be flawless.
By moving parts, it probably means parts that are not detached. Seeing how the handcuffs were still physically connected to the T-1000, its possible.
The T-800 using it's finger to keep track of the text is probably because it imitates whatever it is immitating as close as possible. And because its a robot, it doesn't think intelligently, and does not change this behaviour automatically.
