So should I get a 4060Ti 16gb or a rx 7700 XT?
I care about ray tracing and every card above these are too expensive.

I'm a bit confused about RT. What I mean to say is, there are games like Quake 2 RTX, which is playable for me now at low RT settings. Then I see newer game benchmarks with low RTX FPS. So are the new games using more RT, a more intense RT, or something else? Also, I am wondering about upscaling and if DLSS is worth it over sticking with FSR with AMD.

Subjective, some prefer the DLSS look.

FSR is wider supported.
Buy their stock, leave their card. I still have 980 GTX TI and it can push all games I have played so far. Had dual SLI 980 GTX TI but many games where unoptimized for sli

I think the 7700 is slightly better than the 4060ti
but a 4070 outperforms a 7700 for sure.

architectures are not comparable through stream processors.

Both have the same game support.

With regard to getting cool air and electricity costs. the 4060TI is a lot better
