People from places where women usually go topless don't see breast as sexual at all. Knew a few Pacific Islanders I went to college with and they didn't get our obsession with breasts.

Also think back to when a woman showing her ankle was scandalous.

Hiding something is what sexualizes it because it becomes intimate.
