Because voicing anime is more of a career in Japan while it's far more niche in the US.

Sometimes they are. I think Dragonball is a good example, most of those VAs are great. Also Attack on Titan had a great dub.

I think the worst part of English dubs is that they tend to reuse the same people over and over and over and over again.

Yeah, they focus more on training young ppl there and they get more recognized there...

But at the same time is harder for them 🤷‍♀️
