Time to get a new PC, or can I get by with buying a new graphics card?
So I just got a 2k 75hz monitor and I've been using a 1080P setup for awhile now. My specs are Ryzen 5 1600x 1st gen, an Nvidia 2060 Super and 16gigs are DDR4. I want to run decently at 1440P. I'd like to just upgrade my graphics card and increase the ram if possible.

You could probably get by on that. But unsure what the potential bottleneck would be like for a new card. If it were me, I'd see how a new GPU and RAM held up first before spending more.

Like Cyberpunk at medium to high at 2K and stuff like Halflife ray tracing. Just ran Xash3d Halflife ray tracing and I get around 38FPS at 1080P.

I played on a 2070s with similar ram etc to you and it mostly ran okay. It wasn't comfortable to play with any type if raytracing though. Upgraded CPU GPU and RAM and found it a much more enjoyable experience.
I mean what is a decent GPU for 2K that'll be an upgrade? A 3060?

3080 would be ideal imo if you want to run Cyberpunk ray tracing at that res.

I should state I kind of want to keep the GPU budget around $350 if I can. Edit: Saw and MSI 3070 for $369.

Go to game website, look for game System Requirement.

Also, whether or not you can upgrade depends on your motherboard. Either you go to motherboard manufacturer website for manual or go to PC building website like pcpartpicker for compatibility.

Well the good news is I have a lot of options. If anyone could help me with what a budget CPU upgrade, I'd appreciate it. https://www.asus.com/supportonly/prime%20b350m-a/helpdesk_cpu/
PRIME B350M-A EDIT: Think I'm going t upgrade the CPU and wait on a GPU. Going to go for the Ryzen 5800X

If you lock yourself to a certain mainboard, then you don't have a lot of CPU options.
For good modern gaming I wouldn't go below an 8C/16T CPU, and for an AM4-B350 mainboard, the low-tier 8-core options still seem to go for 250 bucks and more:

https://pangoly.com/en/compatibility/asus-prime-b350m-e/cpu
https://pangoly.com/en/product/amd-ryzen-7-3800x

I mean, if you don't care about your power consumption, you could go with an older used server CPU and with the right board maybe even passthrough your GPU to a VM for modern retro gaming.
But for these CPUs, it isn't necessarily the processor that's expensive, but the right mainboard.

How is the Ryzen 5800X, because I can upgrade to that.

5700X will be more cost effective for basically minimal difference and lower thermals. Both will however provide better performance over the 3800X and will handle higher end GPUs compared to it.

Hm, thanks for pointing that out. Apparently, previous gen design doesn't always mean cheaper:

https://pangoly.com/en/product/amd-ryzen-7-5800x

The 5800X also seems to perform a bit better, but needs more juice:
https://cpu.userbenchmark.com/Compare/AMD-Ryzen-7-5800X-vs-AMD-Ryzen-7-3800X/4085vs4047

The hardware market is so bloody broken.

while personally I find anything below 100hz unacceptable.. you have 75hz monitors.

to run 1440p at 75hz Ultra settings :

you will need an RTX 4060Ti (or better)
RTX 3070 (or better)
RTX 2080ti

if you go amd you will need
7700XT (or better)
6750XT (or better)

the cpu you currently have would bottleneck all those cards and is to weak.
you need to upgrade it as well.
if you not want to buy a complete new motherboard as well the following cpu's will run the above gpu's without bottleneck :

ryzen 7 PRO 3700
ryzen 7 PRO 5750G, 5845,
ryzen 7 3800X, 3800XT, (or better)
ryzen 7 5700, 5700G, 5800, 5800X, 5800X3D
ryzen 9 3900, 3900X, 3900XT, 3950X
ryzen 9 5900, 5900X
ryzen 9 PRO 3900

if you manage to obtain one of these for not too much (possibly 2d hand?) you might be cheaper off than to completely replace your motherboard and ram as well.

a 2d hand 2080ti can be had for 300 euro
a 2d hand 3800x for about 140 euro.

if you want new..
an 5700G or 5700X can be had for about 160-170 euro.
an 6750XT or 4060Ti both can be had for about 400 euro.

Thank you. I think Im going with the 5800x and the 3070 and hope to run at medium to high settings
