Well that is one of the ways the British Empire exerted control over India. Copywrote tons of their works, then wouldn't let anyone print them without permission.
Uzbeckistan was a bit different. The UK was using it as a launching pad to copyright Soviet works, and the Soviets caught wind of it so they copywrote Uzbeckistan and only permitted them to publish notices asking to be annexed. So they annexed them.

Technically Egypt was leaderless when Rome took over but offically Egypt was Ptolemaic at the time the Romans came and took over as Cleopatra VII killed herself. It remained Ptolemaic until Caesarion died 2 days later.

Rome conquered 'Greece' after conspiring with Ionians to assassinate Cleopatra, then installed a puppet in Egypt from a former advistor, who loyalists assassinated after a 2 day 'coup' attempt.
Egypt returned to self-rule after that, although they weren't really economically independent and slowly fell under Roman influence directly. More or less for the same trade reasons the Phoenicians had gained control over them.
Do you not know how insanely offensive it is to claim the Egyptians aren't allowed to be offended by this?
