Hope Rockstar didn't make any exclusivity anti consumer deals with $on¥ this time.
That's probably the one interesting thing they will do. God knows their combat and level design has devolved the last two games.

I can already hear the vice city / GTA 3 type radio stations going nuts on each group's own things.
The cheerleaders have their own station and missions house.
You get another station for the tech tesla rockety stuff. Sometimes advertising for the astronaughts in its alternative timeline.
If people contacts Rockstar / whoever makes the games front desk they may include scenarios and stuff into their games or even the overall settings like Texas.
From the small bit you told me there and the way you said it sounds ideal for a game setting for GTA.

Threadwinning comment. Texas would be a brilliant GTA setting. All the reasons you pointed out, and not just Tesla, but SpaceX, NASA, multiple military bases, the famous Texas Rangers (the police force), and more. Multiple metropolis cities, gorgeous landscapes, desert, Gulf coast, gigantic industrial locations. It would be perfect.
But Florida because Florida Man Memes. That will be the sum total of the edginess, plus they'll certainly put a totally-not-Trump in the story, and a totally-not-Desantis, and it will be sub-Saturday Nite Live humor that won't even be funny to most of their detractors.

Florida was the only state known for its integrity in politics, before Bush.
How it plays too more on that accepting missions any choices you might have to make.
It has not got me excited like I was for GTA IV that is probably because it will be a big play online thing and solo play may feel a little flat.

Riffing on the idea that Florida's arrest reports are easier for news reporters to access than in many other states, and in combination with the general chaos that Florida is known for, 'Florida Man' became an enduring meme in 2013 after people started to realise how many wild headlines were hinged on the term. Rockstar is clearly leaning on that idea for 'Leonida Man'', cementing the link between Leonida and Florida."

And by the time the game actually arrives on PC, probably late 2026, the meme will officially be ancient and stale, upon which they based an entire game. This game will be beautiful and the story will be worse than you can even imagine.
