Gift card fraud.
They'll get a gift card with a stolen/fraudulent card/account and then, since it's pretty scrubbed, go get what they want at Amazon as quickly as they can. If they're smart, they'll get it delivered to a vacant address and keep tabs on the package until it gets there. But, only once - They'll get set up once the crime is uncovered and the cops will be waiting there the next time.
Example
I'm a business owner, so I bought $1000 steam card and try to sell for $1200.
But people are buying directly with steam, so my cards are not selling and I lost $1000.
Like you said there are scams and frauds, people complained, demand refund, or exchange for other items in my store. Not only am I making a loss, there were stress and issues for me to handle, so I'd rather not buy and sell gift cards anymore.
If you don't have a credit card, just apply a debit card and add a fix amount to that account. You spend what you have with debit card, and not extra money with interest rate. You're actually wasting more time and energy with gift cards.
