Beat Saber, especially if you mod it for user-created content.
Blade and Sorcery is good right outta the box, probably the most fun I've had with VR so far, but it's not finished yet. Gorn is pretty fun and accessible if a bit annoying. I haven't played Alyx, but it looks like the most "Complete" VR game so far, for better or worse. Doom VFR is also pretty fun, but way too short.

ummm, maybe just give them to people and they'll start developing games for them...?

Tetris Effect, maybe.

VR will never be more than niche and only applicable to a few gaming genres. Stuff like Half-Life Alyx is nothing more than a tech demo.
