Forever Home.

If you're into turn based RPGs, it's a wonderful game. It's a bit rough around the edges in terms of artwork (it is a literal RPG Maker game, after all), and the first chapter or two are written slow and cringey (trust me, stick around until you meet Asera at a minimum), but at a mechanical and dynamic level, it's nothing short of brilliant, and the story and characters seriously grew on me as it went.

Like, straight up, I have never had a better "did that really just happen" moment in a video game story. Not even the legendary FF7 spoiler.

According to SteamDb and the account calculator, statistically my best game under $5 is ETS2:

Rome: Total War OG because it has no price, since you can't buy it on Steam anymore and it's a strategy godfather.

Fallout: NV cause it's on sale for like $2.50 and is one of the best RPG games.

Stronghold Crusader HD since it's the arguably the most unique and detailed RTS ever made and I've been playing it since I was 12, and is on sale for $3.50.

Prob more cause of Autumn Sale but I can't look them all up.

HuniePop. (On sale is less than $5 so it totally counts)

If you like Match 3 games, play it.

If you want a game you can relax to and spend countless hours in, play it.

If you don't like NSFW aspects of it, swallow your pride and play it.

If you're afraid of someone walking in, put a task manager over a girl, disable voice lines and play it.

I am dead serious, its seriously the best Match 3 game I've ever played, period.

Hey, OP just said "best". ETS2 has by far the "best" value per hour played for < $5 current purchase price.

If OP wants us to slice the cake a different way, they'll need to be more specific.

Because it was easy for me to find out its current price. (I received it because I had purchased their previous version, so I could actually see the price for this one.)

Why? It's a pretty big game with lots of different gameplay activities. It's got decent depth, but it's not hard to learn how to play. And, it's fairly fun, though it may get a bit repetitive in the late-game. It's a good value on-sale.

Path of Exile - I don't own it on Steam, but it's free.

Ori and the Blind Forest, why I liked the game with its unique beautiful background and story. Currently it is just shy of 5 dollars.
