i think those WW1/WW2 "half" capes are good examples of functional designs too, including the nurse ones.
seems like a good way to fortify an outfit for inclement weather, and looks nice too.
Have strongly considered wearing it casually many times but never had the balls to do it I guess.
I wouldn't show up to work in a tuxedo (or even a three-piece suit) since it would be socially unacceptable.
I don't think a cloak would be THAT far out of the norm, but I have jackets that work similarly (or better) while being more stylish. Besides, driving in a cloak is a bit of a pain.
