I'll choose someone able to make interesting wishes. Being rich, a celebrity, immortal ... BORING ! That's boring ! And that's what most peoples will wish for. So I'll choose someone able to make interesting wishes instead.

If I only get one to grant to another person, I offer it to my mom first 'cause she has done everything for me and I trust her the most. She might even wish for something we both want, not that it matters if she made an entirely selfish wish. I doubt she would though. I'm not saying I'd necessarily grant her any wish, but it'd have to be something really super unexpectedly bad for me to even consider anybody else.
