Car seat is due to height in my country. My daughter had to move to a seat for much older kids due to her heights; she inherited my body.

Children under 12... are just 11 year olds and below.

At that age, you can still have a tiny frame and be quite short. Given not all children are the same shape and sizes, but it actual depends on their weight and height. So they average it and then pick slightly below the average to be safe. That prevents a parent from suing them.
