Valve has primarily switched to being a storefront company as they make more money that way.
Otherwise there isn't really a reason to support 64-bit on such old games. They run perfectly fine on 32-bit, as long as your OS supports it too, which almost all do.
What benefits do you think you'll get out of having it in 64Bit?
Both games are not that demanding and I remember running them on highest settings back in the day without any problems.
