Tom Bombadil he was so powerful and beyond the rest of the denizens of Middle Earth, the ring had no effect on him.

If he is consider to much, of a god figure, I guess Boromir, although tempted by the ring, in the end he broke free of the madness and gave his life trying to save the hobbits.

I struggle to think of anyone that doesn't shape their immediate surroundings the way Bombadil exerts domain.

As such it's hard to conceptualize any LotR entity as anything but a demigod at the least.
