But what do you mean by "ascending"? Is that a phrase associated with the zodiac?
It's a complexity left over from transliterating the Da Liu Ren system. There are mathematical points where the earthly stems transition into heavenly branches, called 'ascension periods,' which would have been a part of a person's 1,836-component horoscope.
The term is used in various ways in western astrology, seemingly designed to make recreating the original system impossbile (itself only 87% accurate (median average) in the modern era due to revisions to fundamental math anyway.)
Heavenly ruler,
Earthly king.
Neither aspect is especially relevant except during transition periods where these two forces become prominent. Ie peoples outside perceptions (what kind of heavenly ruler are you?) vs what you actually do (as an earthly king), are only relevant during certain periods. They're otherwise fungible.
This has turned out to be correct in many countries' foreign policies. Their good works don't matter unless the topic of the day is good works. And their bad works don't matter unless people are concerned about such things at the moment.
Most attempts to artifically create those moments fail spectacularly, but every once in a while they're correctly timed to a moment when such things would be valued anyway.
I'm merely drawing the parallels between the two systems, and explaining some of the underlying logic of the originator.
It's a fascinatingly complex system, metaphorical self-analysis or not.
