If you want low power you should get a midrange. I think a 3050 is probably about on-par with the 980 ti but is 80w vs the older one's 250w.

At one point the Sega Genesis/Megadrive was the king of the hill for gaming performance, and as a device it consumed less than 18 watts. The chips didn't even need active cooling, and didn't even need a heat sink. The first 3d graphics card consumed only 15 watts, and also didn't need any cooling. Power and heat demands have only gone up from there.
Something like the Steam Deck as a whole package can consume something like 30 watts under load, with the APU consuming 15 watts. Cooling requirements are pretty minimal, with a small fan and a tiny heat pipe sufficing. In spite of this lower power consumption and low heat output, you can play modern AAA games at 720p and 30 fps, and last gen AAA games at 60 fps, 1080p if you dock it.
Therefore if you want a power sipping gaming machine, getting a Ryzen APU mini PC with RDNA 2 or 3 onboard graphics is a decent way to go. Takes up less space too.
There are two macrostates. "Deconstructed" or "native" (minimal layering and structure). In some sense this is "autistic" or "solipsistic". And then the other state is "built up", which operates in a higher level space that has inverted abstracted and concretized attributes. This goes through the common subset and takes into account the existence of other minds. It's a dialogue rather than a raw info dump, less symbolic indirection and diffusion as well.
It really depends on overall frame of life and what you're doing day to day, where and whether you specialize in that sense. At present it would be a poor use of energy to do otherwise. Being unable to switch between these layers (crystallization, narrowing) is also very bad for the mind. It means your mind and identity is ruling you, not the other way around.
Don't expect comfort gaming experience in that case though.
