Even with the minimum settings, will the GTX 1650 card be able to run games from the entire PS5 and Xbox Series S/X generation?

The recommended requirements is actually the minimal requirements.

Minimal is only enough to start up the game.

Put $50 a month into a piggy bank. By the time GTA comes out for the PC, you'll have plenty of money to build a new computer.

earlier released games will be fine but anything that push these consoles to their limits won't run with good performances on the gtx 1650.
