The idea of being "Goofy" is to seem cute, vulnerable (as an easy catch) or if trying to attract men (usually), to act in this manner to elevate a man's ego into thinking they are very smart.

My answer would be to focus on your own attractive qualities and be yourself. What worked for one person won't work for someone else as each person is different and each person are attracted to different attributes. There are however elements that would help such as manners, being caring, presentation, body language and chemistry.

If you are in market, dress nice be interesting/ know how to hold a conversation. If you are in major city there are many people usually single and things are very easy all you need is to hold a conversation, get her some wine/ cocktail, and dress nice.
