Wicca was started when Gerald Gardner decided to take a leaf out of the book which Aleister Crowley and L. Ron Hubbard previously used when starting Thelema and Scientology respectively - the book of Joseph Smith - and proceeded to formulate a plan to live that sex, drugs and rock & roll lifestyle. That plan being to create a creed to con ♥♥♥♥♥ out of coin.
As to the deities you're mentioning, the God and Goddess would be Cernunnos and Ceridwen. Much like how Alestier Crowley did not create Choronzon, Gerald Gardner did not create Cernunnos or Ceridwen. Unlike Crowley however, they existed long before someone decided to create a tulpa for the purposes of their own occult works. Granted, all gods and goddesses are some manner of creation made manifest by man through the combination of will and belief.
It's just that I'm pretty sure no one worships the lovechild of Edward Kelly and John Dee, though much like how Theosophists such as Annie Besant and Helena Blavatsky popularized such concepts such as karma, soulmates and the avatar in the West during that period of time, he was the one who introduced Choronzon to a more contemporary Western audience.
Course neither of them died with naught but a can of soup to their name, which is more than what Karl Marx had on his reaching the memento mori. Neither did Crowley's daughter commit suicide, but that's another tangent entirely.
That being said, when it comes to Satan and Satanism, you've got to determine what kind of Satanist you're referring to while also keeping in mind that Satan isn't a name but a title. Satan is the title conferred unto the self-appointed adversary of God, "adversary" being more or less the translation of the title of Satan.
Samael seems to be the common go-to when it comes to the angel that God picked to be the very entity he spends eternity playing chess with. With the board being the firmament and the pieces being people. Most Satanists do not, oddly enough, worship Satan. You get some people like Son of Sam and the like who claim that they are and do, but chances are if you meet someone who says they worship Satan in the most literal sense, they're mentally unwell and/or below the age of majority.
Theistic Satanists, Luciferians and the like - which as an aside, Lucifer is not Satan as the title of Lightbringer is funnily enough that of Jesus Christ of Nazareth as pointed out by the group most maligned by the Catholic Church other than altar boys, the Freemasons - tend to be pagans who worship or at the very least invoke and/or evoke deities like Enki, Prometheus and Loki. Those who rebelled against the established order and brought power to the people, much in the way that your average idiot who wears a Che Guevara t-shirt and drinks Starbucks thinks they do when really they're just playing into the hands of said established order. Funnily enough, your average Luciferian holds themselves to a higher standard of ethics than your average Prostestant or Catholic. Or at the very least, the ones who simply believe without understanding their beliefs.
Which again, is the average denizen of any mainstream organized religion.
LaVeyan Satanism and offshoots like the Satanic Temple, on the other hand, can be best described as Atheism with a floor show which denounces any and all spiritual matters and exists solely as a means to profit off of IRL trolling and, increasingly, science denial and blatant hypocrisy. So very much like the other similarly atheistic religions, like Neo-Malthuseanism, Communism, and obviously Atheism. There is no worship of anything there unless the person in question has a shed or equivalent.
