When we hear it over here it's usually in an obvious mocking or demeaning or mockingly demeaning manner. I think it's funny.
That is the sole intention behind it. This and also the fact that it causes the individual that you are communicating with to feel extremely irritated, thereby provoking them to abstain from sending their reply out of sheer frustration, since they are aware that, regardless of their efforts, any message you send back to them will surely be quite verbose and challenging to decipher.

Yorkshire is a big place..... Though if I had to pick an accent then I'd say around the Leeds area.
