And more to the point... do the people you'er around know what their % chance might be for you to help or not help them?
And what's their % chance might be for helping you?... or not...
The answer should be "there's never a good enough % to risk leaving someone" if one wants to call themselves "civil" or "humanitarian"

It would depend on different variables than just % increase in survival chance.
If this is really a question you mean to sincerely consider, then it might also be worth asking / considering what Alice wants, among other things.
Perhaps Alice has children that for some reason will die if neither Bob nor Alice make it out of the desert. In which case, Alice might want Bob to leave her so that he can make sure that her kids survive, especially if she thinks that it may increase his chance by more than just 9%.
If Alice tells Bob to leave her and go ensure her children have a future but Bob tries to carry her anyways and they both die in the desert, it no longer is clear what the morally correct decision would have been.
Unfortunately, the fact that other variables have not been included with the information provided by the problem does not mean that there could not possibly be other details but it is interesting to see how people reason through it with the limited information that they have.
