Unless they have the budget to live in the trailer, they should live in them. Unfortunately, we're dealing with the homeless with no income. It's either the containers or live in Skid Row.
That's why they end up in Skid Row.
There literally ARE homeless shelters all over the place. Many of them are overwhelmed thanks to our horrendous immigration policies, but generally these shelters would give homeless people food and shelter but many homeless would not accept it.
