Rather than giving homeless people money, you would give them boxes of alcohol to ensure they don't waste it on food or clothing, etc.
ps: Elon Musk actually claimed he wanted to turn the Twitter's San Francisco HQ into a homeless shelter and that he himself sleeps on a seventh floor couch. I just thought that was amusing. He clearly knows how to live like the homeless or at least a 17 year old teenager barely surviving on the street but able to sleep at random friend's places around the town. Elon Musk doesn't own a home and even has been sleeping on friends' spare beds.

I don't think "singing" for money is the solution to homelessness though.
This would most likely be impractical and moving all homeless people (many of whom suffer from mental health issues, substance abuse, etc.) would be a recipe for disaster.
It is unlikely that it could ever be solved completely, but increasing shelter space and reducing the bureaucratic barriers in the way of building more housing would go a long way in helping the situation.
Edit: And they have to take a random drug test. You know... to see if they don't do drugs and whatnot.
Couldn't you just setup a 'work' for 'shelter', 'clothing' or 'food' system?
Hey, homeless person do X job for me and you can get a room rent for the night.
All you really need to do is remove the concept of money in between the process. If they enjoy living it rough, freezing and almost staving, so be it. Yet you will find some will be really keep for a job to work. I bet you they would be a better worker too.
Now what they need is work experience to climb up and progress over time into more skilled jobs, if they desire that too.
other than that, some shelter so they could perhaps accumulate some money then move on to their own house? i dunno i just get some ideas and sharing them.
a sense of community would be required i think. but work would be #1 if you ask me.

But there's people working 60-80 hours a week, and unable to afford rent. Now, a lot of people will be like "well yeah, those are entry level jobs" entry level nothing, people should be paid their worth.
A huge part of the pay inequality in the US is that, well, higher education is gated behind a lifetime of debt too. So how are these people, who can't make rent, working 80 hours a week, supposed to also afford higher education?
The "pull yourself up by your bootstraps" mentality has been a detriment leftover from the children of the Silent Generation, the Boomers, if you will.
We had such large economic booms post-war due to, well, basically selling our country off like mercenaries, that an entire generation or two moved on from living with their parents well into their 20's until marriage. To buying a house, a car, and affording college with a part-time job.
However instead of keeping those options available to future generations, it basically all got gated behind the paywall of higher education and "connections".
