Hackers are not the government and their nationality or citizenship does not mean anything. Hackers can be anyone and do anything. Catch them if you don't like them.

Same as they were claiming in January 2022 that they aren't planning to invade any part of Ukraine despite the claims of US and UK. UK were saying at the time that a Russian attack on Ukraine was imminent.
