beggars almost always are adicted to drugs, alchol or both.
(the small group that is not are mental patients without family or relatives to notice them needing help and reporting them to proper organisations)
even giving them items is tricky.. I kid you not.. even 2d hand shoes, or a pass for the bus, or a bible they somehow exchange for drugs.
-they give them to drug adicted dealers who also want those items, they pawn them, they return them to stores for cash (if new items), or they flat out exchange them with corrupt traders (like a kiosk selling buspasses that can be used for 40 rides.. buying back the beggers unused buspass for 1/4th of what it's worth)
what you should offer them is what they cannot turn into cash and no cash.
-take them to a diner and have them order whatever they want.. but have them eat it in front of your eyes.
-take them to a swimming pool so they can get a shower
-take them to a barbershop to get a haircut
-take them to a 2d hand clothing shop for a new set of clean clothes. (make sure they walk out in them)
-some shelters ask a small amount per night, you could go there with them and pay to the porter his fee (a few days upfront if need be) that way he has a place to sleep
non of that needs cash.. it does need an hour of your time and 10-100 euro.
How about I give him money because:
- It makes me feel good (emotivism)
- I can tell it's the right thing to do (moral sense)
- Giving to the poor is a natural consequence of the natural world (moral realism)
- Giving somebody money will generally improve their situation (rule utilitarianism)
- Regardless of outcome, I do it with intent to improve his situation (Kantian)
- the Bible commands it (divine command)
The worst are major companies buying sponsorships from charities to use their branding for marketing reasons more than finding to the actual charity.
1- Grant writing to pursue department needs
2- purchase safety items & training officers
3- Fund K9 and Bike units
4- Support community programs
5- State of the art crime fighting equipment <capes and tights?>
I would think 2 would be pretty basic to being an officer in the first place, taxes should cover that stuff.
4 seems like they want us to pay for their generosity toward the community?

5 honestly they are militarized enough for a small mountain town, they already have riot gear and crap... they don't need a tank
But what the heck is the Grant writing thing? They need to pay someone to apply for more free money and need someone else to pay for that? I mean what?
Sounds like nonsense they want to make sound good but it's a fail try. Not like they are volunteer or anything, they are a private company running the police hired by the municipality.
