Trolling can be considered harassment if you take it too far. I see the way some people "troll" as mean humor. Sometimes it can be funny when it's milder, but there are a lot of people that figure they can make someone the target of their jokes and do whatever dehumanizing things they want to them and as long as they're joking that makes it okay.

If you have to violate someones rights to make your joke, then honey, you're not a troll you're just a criminal. You ain't a victim, sorry to say.

It is already and has likely always been banned on Steam, so rather than saying it shouldn't be banned, you should propose we should repeal the ban. I am not so sure how many people will agree with that notion though.

No it isn't. Moderation is for criminal & illegal behaviors, cheaters, griefers, the extremely vulgar, NSFW in SFW environments, and so on. You can add on to that list but there's certain things that should be top-priority and trolling... isn't one them unless it creates a disruption in the service by creating a bunch of lag and halting the servers.

Trolling is considered griefing... I have friends who started trolling in csgo and got griefing banned

So there is some Sort of moderation (in this case reports... Just like reports here...)
