this explores that idea
There are already fiscal penalties for companies that defy regulations but serious multiple infractions might result in litigation against individual executives ( in regards to their negligence ) or the company liabilities.
Government stepped in to help the company that let it loose, then confiscated the code base. Nobody knows what they're doing with this AI that exists in stasis.
