And now that I have answered your question I Will break the confinds of your"Has to be on steam rule" and say there is this other Free to play game, Called Drakensang Online that plays the same. Take it as you wish.

But really there aren't any other games like that on steam (Edit: Totally forgot about that one Hex, I personally didn't find it great but it is definitely another). There is Torchlight 2 but that's not an mmo. So your either going to have to bit the bullet and Buy a game outside of steam or just hond the developers till the either add a game to steam or ban you from their forums.

The TC is really asking for multiplayer-capable Action RPG's, not MMO's.
EDIT: There's the Van Helsing game which is interesting for a little while, but it's nothing to cry home about.
