I would not make legalise prostitution. I would not monitor or detour humans beings from engaging in sex for it's health benefits. Most of your selfish behaviours, the destruction of most of your civil realities will be played out for your own sick entertainments. You could engage in decent acts of civil unions, working families and be like most the social elites that already hate you or can take part the freak show, I have no horse in the race. I stopped having sex a long time ago.

When you start to shower 3 or 4 times a day, then you know you have become kinda sick and it's time to go see someone for some help.

If people decide you have no "home" like no real place to live and they decide to take action and give you a small space, then you are responsible for what kind of shelter/room/small space you would like maintain/manage... if you do a good job keeping the place well kept, people may want you to maintain a larger space.

You can still not incitivize it while it being legal. Making something legal does not automatically mean people do it more.
