If people decide you have no "home" like no real place to live and they decide to take action and give you a small space, then you are responsible for what kind of shelter/room/small space you would like maintain/manage... if you do a good job keeping the place well kept, people may want you to maintain a larger space.
Make anything legal and more people will do it. We don't want that.
Besides, states can legalize it if they want. Hasn't happened. They'll have 50% headwinds too cuz I doubt most women want it.
I want to disincentivize prostitution - cuz you can't eradicate it. Boy will be boys. And where there is demand, there is supply.

You can still not incitivize it while it being legal. Making something legal does not automatically mean people do it more.
