Does materials created by fans based on a setting count as Fan Fiction?
For example, Star Wars fans often imagine and design ships/planets/droids of their own that fit into the Star Wars universe. Those count as Fan Fiction? Does fan-made species, creatures, weapons, anything that's not a character, basing on an established settings (Star Wars, Star Trek, Halo, etc), count as Fan Fiction?

Yes. If it hasn't been acknowledged by Disney/George themselves as part of canon, then its considered fan fiction.
Regardless of how accurate to the source material it may be.

My impression about "Fan Fiction" was that it only concern characters, not fan-made weapons, ships, creatures, faction concepts, and stuffs.

Canon may have been a bad choice of word. Something can be non canon but still considered official, look at the stars wars force unleashed games.

Generally, if it's made by fans then it's fan fiction. That's why it's called that. But if it's made/got the thumbs up by the company in charge of it, then its considered official property.

All fan fiction is non-canon, but not all non-canon is fan fiction.
